David A Ross, J.D.

David Ross is the CEO of David A. Ross and Associates. Ross is a Pennsylvania lobbyist providing research and strategic consulting services for lobbying and advocacy on State and Federal legislation and regulations.

Since 2004, Ross served as Public Policy Officer and chief Lobbyist for Pennsylvania Association of Nonprofit Organizations (PANO) connecting 800 member charitable nonprofit organizations and trade associations (for PASAE) with the rules, tools, information, and training that they needed to meet their mission goals while remaining in compliance with state and federal laws. At PANO, Ross negotiated changes in legislation and regulations, developed policies, strategies and resources to respond to these changes, and utilized committees, e-advocacy, media and social media to build coalitions and engage the members. Ross researched and wrote legislation, testified, held press conferences, wrote opinion editorials, issued press releases, and regularly worked with reporters on news articles. Ross also provided advocacy training, developed a state advocacy day and hosted an annual legislative breakfast.

In 2005, Ross successfully lobbied to raise Pennsylvania's audit threshold for charities that fundraise. Since then Ross helped to prevent the expansion of Pennsylvania's sales tax to services and training and championed preserving charities' property tax exemptions. Since 2007, Ross prevented lobbying regulations from silencing nonprofit advocacy. In 2008, Ross created and administered the first of its kind PA Charitable Nonprofit Caucus (which has since been replicated in Michigan)

In 2009, Ross championed nonprofit access to stimulus funds, and was a key leader of the coalition that ended the 101 day state budget impasse. On the federal side, Ross launched a national campaign to raise the volunteer mileage rate, and lobbied for nonprofits to be included in the Health Care Reform Bill, the Serve America Act, the Stimulus Bill (ARRA) and the Jobs Bill. In 2010, Ross served as the Lobbyist for the Pennsylvania Coalition Against Tethering. In addition to direct lobbying, Ross developed their coalition of over 2000 members and launched their new website integrating social media with advocacy.

In 1998 Ross received a Juris Doctorate from Widener University School of Law. While at Widener he attended a semester abroad program at the University of Nairobi in Kenya, Faculty of Law studying comparative constitutional law. After graduating from law school, Ross worked in the legal field supporting large tort litigations for such clients as Dupont, Sunoco, and the Celotex Trust.

Ross graduated from the University of Pittsburgh with a Bachelor of Arts degree in political science, and a related concentration in economics. After receiving his bachelors, Ross worked for the Pennsylvania Senate and worked on numerous campaigns and elections.


Stuart B. Weiser, CFRE

Stuart B. Weiser, CFRE is a knowledgeable, respected professional with 32 years of experience in nonprofit management, fundraising and administration. He has been designated a Certified Fund Raising Executive by CFRE International and is an Association of Fundraising Professionals Master Trainer in fundraising technique.

Weiser's specific areas of expertise include donor cultivation; customer retention; communications and public relations; grant writing; strategic planning; tactical analysis; finance (budget, cash management and internal controls); board development; conflict resolution; negotiation; organizational ethics; public speaking and public presentations.

Most recently, Weiser served as Vice President of Development, Marketing & Communications for the Idaho Youth Ranch (, a $17 Million nonprofit based in Boise, ID. While there, he supervised all fundraising, marketing & corporate communications functions, managed the process of raising more than $2 Million in operating and estate gifts, created the organization's first Gift Acceptance Policy, and produced the organization's first comprehensive Annual Report and Case for Support.

Weiser is the former Development Director of the Boise Philharmonic (, also in Boise, ID and former General Manager of the Eichelberger Performing Arts Center ( in Hanover, PA.

From 2003 to 2006, Weiser was President of the Allied Arts Fund (now known as Cultural Enrichment Fund) in Harrisburg, PA. While at Allied Arts, Weiser launched a unique, real-time online arts calendar, named by the Drucker Foundation's Leader-to-Leader Institute as one of the top 50 non-profit innovations of 2005.

From 1988 to 2003, Weiser headed the Harrisburg Symphony, where he managed a search for a new music director and negotiated the settlement of a contentious and lingering labor dispute.

Weiser has also managed symphony orchestras in both North and South Carolina, Reading (PA) and in Eugene (OR), where he helped that orchestra eliminate a $280,000 accumulated debt and secured a quarter-million dollar challenge grant from the National Endowment for the Arts, while negotiating the organization's first five-year labor contract.

Weiser volunteer roles have included serving on the Board of Directors of Idaho Dance Theatre, the Advisory Board of Duquesne's Capital Region Campus in Harrisburg, The Board of Directors of the Pennsylvania Association of Nonprofit Organizations, and the Board of Directors of the American Symphony Orchestra League (now known as the League of American Orchestras). He is the current Treasurer for the Association of Fundraising Professionals Idaho Chapter, has been a Guest Lecturer for the College of Idaho School of Business, was a member of the Idaho Nonprofit Center Public Policy Committee, taught classes in Finance, Budgeting & Internal Controls for the Idaho Nonprofit Center, and was a Delegate from Pennsylvania for the first National Nonprofit Congress in Washington, DC in 2006.

Weiser holds a Bachelor of Arts from the State University of New York at Fredonia, and a Master of Science in Leadership and Business Ethics degree from Duquesne University in Pittsburgh.
